REGULAR COUNCIL MEETING

December 2, 2024

 

The City Council of the City of Woden met in regular session on Monday, December 2, 2024 at 6:00pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 5:55pm.

 Council members present were: Bill Rout, Jeff Stucki, Tip Piper, Andrew Plessel and Dylan Brandt (6:30 arrival)

Absent: None

 

Piper made the motion to approve the agenda, minutes written for November 4, 2024, payment of bills totaling $19,724.00 and financial reports, Stucki seconded

 OLD BUSINESS

 

Sewer Riser Repair Method Research: Tabled, nothing new looked into.

 

Insurance Review Meeting Summary – City Insurance Options: City Clerk and Mayor discussed with the council the meeting we had with Tom from Heyer Insurance in regards to the Cities current and ongoing Insurance needs.

 

City Audit Procedure Report Review:  Council reviewed the report and discussed options for adopting some suggestions listed on the report for city financials oversite.

 

 NEW BUSINESS

 

WCTA Smart Connected Community Certificate Presentation: The city was awarded the certificate by WCTA, and it was presented to the Council by Angie Thompson from WCTA.

  

Resolution 24-9 – Establish Petty Cash Fund Amount: The council discussed setting the Petty Cash fund to $100.00.  Stucki made the motion to approve amount, Plessel seconded.

City Utility Billing Penalty Calculation Process: Discussions of the Cities Calculation Process for billing and the discovery that 2 long term delinquent bills were improperly charged fees were had.  The accounts in question will be credited the amount that was overcharged to their respective accounts.  They will be notified by letter sent with the next City Utility Billing sent out to the address on record for said account.

 

Open Discussion: Discussed the new City Can Collection trailer placed on Main.  Trailer will be moved, to be located next to the City Shed building.

REGULAR COUNCIL MEETING

November 4, 2024

 

The City Council of the City of Woden met in regular session on Monday, November 4, 2024 at 6:00pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 6:00pm.

 Council members present were: Bill Rout, Jeff Stucki, Tip Piper, Andrew Plessel and Dylan Brandt (6:07 arrival)

Absent: None

 

Piper made the motion to approve the agenda, minutes written for October 7, 2024, payment of bills totaling $21,926.42 and financial reports, Stucki seconded

OLD BUSINESS

 

Public Hearing for 24-25 Water Fund Budget Amendment Opened: Hearing opened at 6:02.  Motion to close made by Plessel at 6:15, 2nd by Brandt.

 Ayes- 5            Nays- 0            Motion Carried

 

Water Maintenance Budget Resolution 24-8: Council discussed the Resolution to increase the Water Fund Budget by $20,000 as was agreed to at the last meeting.  Brandt made the motion to pass resolution 24-8, Plessel 2nd the motion.

Main street camera and DVR repair/replacement:  Invoice was received by the city and submitted to ICAP for Grant approval.

Post office lease renewal: Discussed the letter from the Post Office requesting to accept the extension of the lease listed in the lease agreement.  Motion by Rout to agree to extention, 2nd by Brandt.

City Audit Fndings: The council discussed the Preliminary Report Finding provided to the city and was made aware the final report will be released sometime in the coming months. Changes and updates to City operations and policies were discussed.

 

Water Rates: The council discussed the Woden Water Rates established by Ordinance that were never increased in the City Billing Utility software.  The rates have been adjusted to be in accordance with code, and will take effect next billing cycle.  The public will be notified of the change in the next bill mailings.

 

Open Discussion: Discussed the new City Can Collection trailer placed on Main.  Due to the condition of the trailer, the city is going to discuss an alternate with the Community Club members.

City Attorney: The council discussed looking into future options for city legal representation.  Clerk will research available options.

 

City Insurance Policies: Discussed having a meeting with Insurance agent to go over cities current policies and look into alternatives for future cost saving measures.  Clerk will set this up.

 

Open Discussion: Discussed Nelsen Septic driving on lawns when pumping out septic systems.

Discussed South Park Shelter House condition as far as cleanliness.

Discussed keeping park restrooms locked to reduce vandalism.

Resolution to approve 28E Law Enforcement Services Agreement: The council discussed continuing with the County to provide Law services for the City of Woden.  Motion was made by Piper to accept the 28E agreement presented to the City, Rout seconded.

DNR Sanitary Survey of Woden Public Water Supply: Discussed the DNR report on the state of the Woden City Water Supply system.

Certified Water and Sewer Operator – Progress Update:  Tip Piper will no longer be attempting to become certified due to time constraints.

 

ICAP Grant: Discussed using the Grant to purchase new Security Camera equipment that has been discovered to be non-functioning.  Motion made by Rout, seconded by Stucki.

Sewer Riser Repair Bids or Alternate Method: No updates, tabled till next month.

 

Poll on Siren Activation: Results of the Poll were shared and discussed by the Council.  The siren schedule will remain as is due to the overwhelming response to do so by the community.

 

Open Discussion: 331 Way avenue forgiveness of debt was discussed, waiting on information from City Attorney for further action.

Resolution 24-4, Street Financial Report: The report was reviewed and discussed by the council.  Rout made the motion to pass resolution, Piper seconded to accept report.

Resolution 24-4, Approval for pre-payment of approved City Bills: The Council agreed to approve the resolution allowing the City Clerk to pre-pay certain recurring monthly bills so as to avoid late fees.  Piper made the Motion, Rout seconded.

Main street camera and DVR repair/replacement: The 2 bids the city received for replacement of non-working security camera and DVR/NVR equipment were discussed.  Motion was made by Plessel to accept the bid presented by Chris Lamont, seconded by Piper.

Water Monitoring Violation: Discussed the missed samples required by the DNR and steps to prevent a reoccurrence.

 

Building Permit Process: Discussed changing the City application/application process documentation to make information more concise.

August Special Meeting Minutes

SPECIAL COUNCIL MEETING

August 1, 2024

 

The City Council of the City of Woden met in special session on Thursday, August 1, 2024 at 3:30pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 4:13 pm.

 Council members present were: Bill Rout, Jeff Stucki and Andy Plessel

Absent: Dylan Brandt and Tip Piper

 

Stucki made the motion to approve the agenda, Rout seconded

 Ayes- 3           Nays- 0            Motion Carried

  

BUSINESS

 Building Permit 425 / Fence Construction at 246 Howard Ave:

In attendance for meeting were Marcia Simpson and Bill Simpson in person, Mandy Anzivino by phone.

Discussed location of fence on the South side of the property, fence was being erected on the right of way.  Cost for the contractors to move fence to the inside of the property lines is estimated at $1,000.

As the city had approved the building permit submitted by Mandy, it was her opinion the city should take some liability of the cost of moving the fence.

 

Stucki made motion to have city cover one quarter of the cost to move the fence, no second on motion was made.

 

Mandy agreed to have contractors move the fence, with the city agreeing to pay half the cost, estimated to be approximately $500.

 

Rout made the motion to have the city cover half the cost of moving the fence, Plessel seconded.

Certified Water and Sewer Operator – Progress Update:  Tip Piper will be getting education information for the council.

 

ICAP Grant: Discussed using the Grant to purchase new Timer for the Weather Siren, waiting on paperwork from Jake Ingalls Electric for work performed.

 

Sewer Riser Repair Bids or Alternate Method: No updates, tabled till next month.

 

 

NEW BUSINESS

Road Work – Future Considerations Discussions: Presentation by Dylan Brandt on the cost of maintaining roads and methods the City could use in the future to help preserve the roads.  Discussed options for Paving or Coating and costs involved.  More information will be gathered and this subject will be revisited in the future.

 

Proposal for Informal Polling on Siren Activation Schedule from City Residents: The Council has agreed to send out a poll asking the residents their preferred future schedule for the Siren sounding in the City of Woden.  Polls will be sent out with July water bills, to be returned and tabulated by the city to gain a consensus.

 

Open for Discussion: T-Ball Funds:  It was determined by the Council that the excess $200 collected by the city for registration for T-Ball and not spent by the city could be used to purchase Equipment for T-Ball.

331 Way Ave:  Justin Hassebroek, one of the owners of the property located at 331 Way Ave. has agreed to remove said property and leave lot in a level, clean and sellable state.  The City Council has agreed to excuse the debt on said property of $24,400 as of 7/2/2024 in exchange.  Property will then be sold.

June 3, 2024

 

The City Council of the City of Woden met in regular session on Monday, June 3, 2024 at 6:00pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 6:01pm.

 Council members present were: Bill Rout, Jeff Stucki, Tip Piper, Andy Plessel and Dylan Brandt

Plessel made the motion to approve the agenda, minutes written for April 22, 2024, payment of bills totaling $23,255.06 and financial reports, Piper seconded

Certified Water and Sewer Operator – Progress Update:  Tip Piper will be getting education information for the council.

 

Block Leaders Updated Contacts: List was reviewed, letters will be sent to those listed as leaders with updated information.

 

ICAP Grant: Discussed using the Grant to purchase new Timer for the Weather Siren.

 

Sewer Riser Repair Bids or Alternate Method: No updates, tabled till next month.

Garbage Rate Increase: Per city Ordinance, discussed raising rates for the next year.  Council determined it was not needed at this time.

 

Ball Diamond Discussion: Council discussed and voted on removing the ballpark gravel and grassing the area over for the field located by the new City Sign due to lack of use and proximity to the new sign.  Rout motioned, Piper seconded.

Road Work Bid: Council discussed Bid submitted by Blacktop Services for doing road repair.  Piper made the motion to accept the bid, Plessel seconded.

Building Permit – 246 Howard: Plessel made the motion to approve the permit for a privacy fence at the residence per city ordinance, Piper seconded.

Gravel in Alley Ways: It was discussed and determined by the council that no gravel repair is required for the coming year.

 

Open for Discussion: Mosquito spraying for the City was discussed and agreed upon for this month, as well as an additional spraying before the Quasi celebration in July.

 Also, brought to the councils attention that the cost for the Hancock County Sheriff to patrol the City may be increasing.

 Finally, discussion was made in regards to kids under 14 riding 4-wheelers and mini bikes on City streets.

Certified Water and Sewer Operator – Progress Update:  Tip Piper has agreed to take the education steps and testing necessary to take over Certified Sewer Operations for the City of Woden on a contract bases upon completion of Certificate Process.  Stucki made a motion for the city to pay Tuition and Book costs for the process, Rout seconded.

City Mowing Bids: Rout made the motion to accept the single bid submitted by Jacey and Clinton Schutjer, Brandt seconded

Water Room Electric Work and Sewer Riser Repair Bids: Motion was made by Rout to accept Bid for the Electric Room Upgrades by Jake Ingalls Electric, seconded by Brandt.

Discussions were had about city Riser repairs.  Council will look into alternative methods of repair other than full replacement and discuss in future.  Also, was determined to move ahead with cutting all risers down to ground level to help prevent further damage in the future.

Grazing Lease Pre-Approval for Jake Meinders: Motion by Stucki, seconded by Brandt to approve Lease if requested again for the 2024 summer season.

Block Leaders Updated Contacts: Mayor Paul Buns has updated the phone contact information for the existing list, and will contact residents to fill vacant position to cover Block 12.

 

Property at 122 Main: Discussed email from Doug Foreshoe, who has been contracted by the owner to assist with designs to rehabilitate the property.  Also discussed adjacent property that is becoming a hazard.

 

Fire Hydrants: Paul Buns shared the replacement costs of approximately $4000 if the city were to have to purchase a replacement Fire Hydrant for any failures that may occur with the current, no longer supported Hydrants the city has now.

 

ICAP Grant: Council will consider Safety Equipment purchases to apply for the $1000 grant for consideration next month.

 

Hancock County Mitigation Plan – Andy Buffington: Andy discussed the Hazard Mitigation Plan Update process to the Council and gave a copy of the Plan Update worksheet to each member to fill out and be returned to Andy to help the county Update the Current Hazard Mitigation Plan in place.

 

Building Permit for 232 Way Avenue submitted by Dylan Brant: Piper made the motion, Rout seconded to approve the plans submitted for a Garage addition to the property.

City Wide Cleanup: Dates set for City Wide Cleanup, to be held Friday, April 19th thru Sunday, April 21 with all items for pickup to be curbside no later than NOON on Sunday.

Garbage Rate Increase: Discussed the cities current deficit with garbage fees collected versus fees paid to Waste Management and was determined for rates to be increased to $22 per month from the current $18 per month, with the potential for a 5% increase each year by vote of the City Council.  Motion made by Stucki to move forward with Rate Increase Ordinance, seconded by Plessel.

Trees on Post Office Lot:

Discussed trimming versus cutting down trees that appear to be dying on the north side of the Post Office building.  Agreed by council to remove trees.  Tentative date of set for the weekend of Sept. 23-24 for council members to gather and remove 2 trees.

 

2nd Chances Building Update: Gave council information in regards to ownership of the building and tax status.  Owner of record with County is not owner who currently owns property.  He is taking care of this with the intent to sell the building.

 

Fridge for Ballfield: Option of giving the old fridge from the Fire Dept. to the Ballfield was put forth by Stucki and accepted by council as an option if no other acceptable solution is presented.

 

City Printer: Council was updated on the old city printer that no longer is working.  A temporary replacement was purchased and will be used over the next month to evaluate if it will work long term or if a more commercial model will be needed.

441 Howard Ave Abandoned Property Update:

Discussed that partial payment of outstanding debt had been paid.  Also discussed other properties in town and potential resolutions.

 

Open for Discussion: Discussed the growing vandalism of public property in Woden, particularly at the parks and fire station, and discussed potential resolutions to help mitigate the problem and deal with perpetrators.

 

Discussed getting quotes to install further city drain tile at the alleyway corner on 2nd street between Main and Way Ave.

REGULAR COUNCIL MEETING

July 10, 2023

 

The City Council of the City of Woden met in regular session on Monday, June 5, 2023 at 6:00pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 6:03pm.

 Council members present were: Bill Rout, Jeff Stucki, Tip Piper, Andy Plessel and Dylan Brandt (arrived at 6:45)

Absent: None

Stucki made the motion to approve the agenda, minutes written for June 5, 2023, payment of bills totaling $28023.58 and financial report, Piper seconded

OLD BUSINESS

 

Chicken Ordinance No. 229 – First Reading: Motion to Approve First Reading by Piper, seconded by Plessel.

City Burn Site - Update: Discussed revisiting putting the Burn Site out by the Lagoon.  Mayor Buns and/or Councilman Rout will attempt to contact owner of record to arrange discussions.

 

Certified Water and Sewer Operator – Progress Update:  Sewer certification test planned by Paul Buns end of month or early next month.

 

Purchase of Forks for City Tractor: Forks purchased and delivered.

 

Purchase of Backup Sewer Equipment: Ordered 2 replacement Septic Pumps and 2 replacement Motor Start Contactor for control boxes based off of prices quoted of $1323.34 per pump and $104.41 per contactor.  Awaiting Delivery.

 

Purchase of Spare Cylinder for Plow: Piper will be taking measurements and getting pricing for ordering.

 

Open for Discussion: Discussed using a trailer as opposed to a bin for recycled cans/bottles.

Building Permit 201 Main – Brody Cox: Motion to approve the permit made by Plessel, seconded by Piper.

Wastewater Treatment Facility Inspection Report Review: Paul discussed the report with the council, no problems were found.

 

Mosquito Spraying: Discussed if we should spray now or hold off.  Council decided to hold for now.

 

Library Board Raises: Council was made aware of Library Wage Adjustments.

 

Open for Discussion: Discussed face plates not present to cover electric breaker switches on panels in both north and south parks.  Covers will be appropriated and installed.

 

Discussed Dora’s Taco Truck visiting Woden on Friday, July 21 from 5-7 PM.

 

Rock Bunker costs were discussed and Ben was given go ahead to proceed with purchase and construction.  Motion to approve the building permit for the project was made by Piper, seconded by Plessel.
