May 2025 Meeting Minutes
REGULAR COUNCIL MEETING
April 21, 2025
The City Council of the City of Woden met in regular session on Monday, April 21, 2025 at 6:00pm, Council Chambers.
The meeting was called to order by Mayor Paul Buns at 6:01pm.
Council members present were: Tip Piper, Bill Rout, Jeff Stucki, Andrew Plessel and Dylan Brandt (6:20 arrival)
Absent: None
Piper made the motion to approve the agenda, minutes written for April 7, 2025, payment of bills totaling $7,386.34 and financial reports, Plessel seconded
Ayes- 4 (Brandt Absent) Nays- 0 Motion Carried
OLD BUSINESS
Public Hearing for 2025-2026 Budget Approval: Hearing opened at 6:02. No member of public in attendance. Hearing closed at 6:25. Piper made motion to close hearing and approve budget, Brandt 2nd.
Ayes- 5 Nays- 0 Motion Carried
City Wide Cleanup Date and Details: Dumpster is lined up and the City Wide cleanup is ready to take place on April 27. Sunday noon gathering to pick up garbage is set.
Ragbrai Vendor Ordinance: Piper made the motion to pass the Vendor Ordinance with the $175 Vendor Fee for the day of Ragbrai, Stucki seconded. See attached Resolution to forego three readings.

Street Maintence and Repair: Brandt has not met with Jerome from Hancock County yet to discuss our repair options and seek suggestions. Will discuss at next month meeting.
NEW BUSINESS
Grazing Lease Approval for Jake Meinders: Stucki made the motion to approve the Lagoon grazing lease to Jake, Piper seconded.
Ayes- 4 (Brandt Absent) Nays- 0 Motion Carried
Block Leaders – Update Contact List: Dylan and Aleysha Brandt will be taking over Block 7, as Pat Gibbs has moved. The rest of the list remains as is.
Ayes- 5 Nays- 0 Motion Carried
Garbage Contract Proposals: Council discussed the Proposals given by Waste Management and Midwest Waste. Motion was made by Piper to accept bid by Midwest with the addition of a 90 day cancellation/renegotiate notification clause by either party. Plessel seconded.

Building Permit – Gold Eagle Solar Array Project: The permit and picture submitted was discussed, and the Council decided to reject the permit due to insufficient documentation being provided as outlined in Woden City Ordinance. Gold Eagle will be provided with a copy of the Ordinance with highlights outlining the deficiencies.
Open for discussion: Earl Hill, the current City Attorney, is retiring. City Office will start the search for a replacement.
Ball Field: Concern was brought up about kids climbing the fence and buildings. Signs will be purchased and put up asking people not to climb.
Farm Animals in town was discussed. City Ordinance does not allow for most farm animals to be raised in town, if a formal complaint is filed with the City Office, measures will be taken to rectify the situation.
