April 2025 Meeting Minutes
REGULAR COUNCIL MEETING
April 7, 2025
The City Council of the City of Woden met in regular session on Monday, April 7, 2025 at 6:00pm, Council Chambers.
The meeting was called to order by Mayor Paul Buns at 6:05pm.
Council members present were: Tip Piper, Bill Rout, Jeff Stucki, Andrew Plessel and Dylan Brandt (6:06 arrival)
Absent: None
Plessel made the motion to approve the agenda, minutes written for March 3, 2025, payment of bills totaling $18,725.94 and financial reports, Piper seconded
Ayes- 4 (Brandt Absent) Nays- 0 Motion Carried
OLD BUSINESS
City Wide Cleanup Date and Details: Dumpster is lined up and the City Wide cleanup is ready to take place on April 27.
Certified Water Operator – Certification Progress Update: Paul has completed 100% of required schooling to maintain certificate and certificate is in process of renewal.
ICAP Grant Application for 2025 - Discussion: Discussed adding Cameras at the ball diamond as a good use of funds. The Grant application will be submitted for this use. Separately, it was discussed and agreed upon by the council to look into purchasing a Starlink internet system for the city in case of emergency or disaster.

Street Maintence and Repair: Brandt will be meeting with Jerome from Hancock County to discuss our repair options and seek suggestions. Will discuss at next month meeting.
NEW BUSINESS
Set Public Hearing, 2025-2026 Budget and set May Council Meeting for Monday, April 21: Date for both the meeting and the hearing were agreed upon and set by the council as Monday, April 21, 2025.
Mowing Bids: The three bids received by the city where reviewed and discussed. Piper made the motion to accept the bid submitted by Jacey and Clinton Schutjer, Rout seconded.
Ayes- 5 Nays- 0 Motion Carried
122 Main Building Permit and Septic Tank Variance Request: Council discussed the Permit in general, and the requested Variance for tank size and pump type. Motion was made by Piper to approve building permit, and approve tank size variance requested. Plessel seconded.
Ayes- 5 Nays- 0 Motion Carried
Variance for use of different pump than required by city was denied.
Fire Agency Appointed Board Members: Rout and Piper said they would remain on the board as City Appointed members. Plessel made motion to approve, Stucki seconded
Ayes- 5 Nays- 0 Motion Carried
Open for discussion: Adding rock to Alley behind main in between 1st and 2nd was discussed.
Creating an ordinance for Vendor Fee of $175 for Ragbrai on July 22nd was discussed.
Adjournment: Piper made motion to adjourn at 7:33 PM, Rout seconded
