REGULAR COUNCIL MEETING

April 22, 2024

 

The City Council of the City of Woden met in regular session on Monday, April 22, 2024 at 6:00pm, Council Chambers.

 The meeting was called to order by Mayor Paul Buns at 6:02pm.

 Council members present were: Bill Rout, Jeff Stucki, Tip Piper and Dylan Brandt

Absent: Andy Plessel

 

Piper made the motion to approve the agenda, minutes written for April 1, 2024, payment of bills totaling $15,036.02 and financial reports, Stucki seconded

 Ayes- 4           Nays- 0            Motion Carried

 

Rout made motion to pre-approve paying April Wages, Wage Taxes, IPERS, Sales and Wet Taxes, due to no council meeting scheduled in May.  Brandt seconded

 Ayes- 4            Nays- 0            Motion Carried

 

 

OLD BUSINESS

Public Hearings for 2024-25 Budget and 2023-24 Budget Amendments: Hearings opened concurrently at 6:05 by Mayor Buns.  Having no written or Oral comments the public hearings were closed at 6:17

 Piper made motion to accept Budget Amendment resolution 24-2, Brandt 2nd

 Ayes- 4            Nays- 0            Motion Carried

 Rout made motion to accept Budget Adoption Resolution 24-3, Piper 2nd

 Ayes- 4            Nays- 0            Motion Carried

  

Certified Water and Sewer Operator – Progress Update:  Tip Piper has agreed to take the education steps and testing necessary to take over Certified Sewer Operations for the City of Woden on a contract bases upon completion of Certificate Process.  Stucki made a motion for the city to pay Tuition and Book costs for the process, Rout seconded.

City Mowing Bids: Rout made the motion to accept the single bid submitted by Jacey and Clinton Schutjer, Brandt seconded

 Ayes- 4            Nays- 0            Motion Carried

 

Water Room Electric Work and Sewer Riser Repair Bids: Motion was made by Rout to accept Bid for the Electric Room Upgrades by Jake Ingalls Electric, seconded by Brandt.

 Ayes- 4            Nays- 0            Motion Carried

 

Discussions were had about city Riser repairs.  Council will look into alternative methods of repair other than full replacement and discuss in future.  Also, was determined to move ahead with cutting all risers down to ground level to help prevent further damage in the future.

  

                                                             NEW BUSINESS

Grazing Lease Pre-Approval for Jake Meinders: Motion by Stucki, seconded by Brandt to approve Lease if requested again for the 2024 summer season.

 Ayes- 4            Nays- 0            Motion Carried

 

Block Leaders Updated Contacts: Mayor Paul Buns has updated the phone contact information for the existing list, and will contact residents to fill vacant position to cover Block 12.

 

Property at 122 Main: Discussed email from Doug Foreshoe, who has been contracted by the owner to assist with designs to rehabilitate the property.  Also discussed adjacent property that is becoming a hazard.

 

Fire Hydrants: Paul Buns shared the replacement costs of approximately $4000 if the city were to have to purchase a replacement Fire Hydrant for any failures that may occur with the current, no longer supported Hydrants the city has now.

 

ICAP Grant: Council will consider Safety Equipment purchases to apply for the $1000 grant for consideration next month.

 

Hancock County Mitigation Plan – Andy Buffington: Andy discussed the Hazard Mitigation Plan Update process to the Council and gave a copy of the Plan Update worksheet to each member to fill out and be returned to Andy to help the county Update the Current Hazard Mitigation Plan in place.

 

Building Permit for 232 Way Avenue submitted by Dylan Brant: Piper made the motion, Rout seconded to approve the plans submitted for a Garage addition to the property.
