REGULAR COUNCIL MEETING

July 6, 2026

The City Council of the City of Woden met in regular session on Monday, July 6, 2026, at 6:00pm, Council Chambers.

The meeting was called to order by Mayor Paul Buns at 6:03 pm.

Council Members Present: Bill Rout, Jeff Stucki, Andrew Plessel, Tip Piper and later Dylan Brandt

Absent: None

Stucki made the motion to approve the agenda, minutes written for June 1, 2026, payment of bills totaling $-19,475.55 and financial reports, Rout seconded

We started with Susan Brandt with the trees at South Park

Susan Brandt- South Park Trees-Community Club will be paying roughly $12,000 by Down to Earth Tree service out of Algona for the trees to be cut down at South Park.  She has had 2 people come and give her their opinions on which trees need to be cut down.  An arborist from Algona originally told them 17 trees, then the DNR told them there are 19 or 20 trees that need to be taken down. If we do not line up enough people to bring up trailers to take the logs they are considering having Matt Swanson grind the reminder depending on cost.

OLD BUSINESS

South Park Vandalism: With talking to Attorney Earl Hill the city is allowed to have someone in town have a camera pointing towards the park to watch for vandalism.

Kaci-Oath to Office-Wage increase- Add to Bank Account: Kaci took the Oath of Office, then the council voted on a $2 raise that was Motioned by Stucki and Seconded by Plessel. Then the council agreed to add Kaci to the Bank Accounts.

ICAP Grant Application for 2026 – The grant to cover the town having an AED has been approved

NEW BUSINESS

Approval of Posting Locations: Due to new laws, we can no longer have the library as an approved posting location.  The new location will be the Firestation lean-to

Parks Spraying Bids: The council voted on having Kailey Hobbs from 3 Seasons to spray the parks for the city. Motioned by Stucki, Seconded by Rout.

Firestation Toilet Seat: City Council says that we can get new toilet seats

Junk Vehicles: There was a complaint of the junk vehicles in town and with that we were told that Crystal Lake has been sending out letters to get people to take care of their vehicles and it has been working so Kaci is going to get a copy of the letter that they are sending out and the Council will review it at the next meeting.

Kaci- City Finance 101 class: There is a class held by the Iowa League of Cities in Des Moines on July 23rd that the council has agreed would be a good class for Kaci to take.

City Attorney Discussion: In June city hall was informed that Earl Hill will no longer be representing the City of Woden.  Previously the council had met with other lawyers and have decided to have Brian Jones represent the city. Motioned by Plessel, seconded by Piper

Katie Spieker Building Permit: Katies building permit is approved as long as the deck at least 10ft away from the city sidewalk. Motioned by Piper, seconded by Stucki

Post Office Tree Trimming: Brandt will get the boom truck to shape up the trees at the post office in the fall.

Clerkbooks Autopay Resolution: The council approved for clerkbooks on our autopay list. Motioned by Plessel, seconded by Piper

Open for discussion: Stucki brought it attention that the town needs to spray for mosquitos and that next year we should spray prior to fireworks.

Adjournment: Piper made motion to adjourn at 7:08 PM, Plessel seconded
